The regular meeting was called to order at 8:15 a.m. on May 6, 2025. Present in person were Commission Chairman Jim Willox; Vice-Chairman, Rick Grant; Commissioners Robert Short, Trent Kaufman, and Donald Blackburn; and County Clerk, Karen Rimmer. Mr. Kaufman moved to approve the Converse County Wellness Committee bylaws as presented; Mr. Short seconded; motion carried. Mr. Short moved to approve the State of WY Non-Roadway Easement Application through certain lands on the State-owned Duncan Ranch for a communications tower; Mr. Blackburn seconded; motion carried. Mr. Kaufman moved to approve the Participation Agreement between the Board of Converse County Commissioners and Converse County Library for Employee’s Group Health Insurance; Mr. Blackburn seconded; motion carried. Mr. Grant moved to approve the Participation Agreement between the Board of Converse County Commissioners and Converse County Weed & Pest for Employee’s Group Health Insurance; Mr. Kaufman seconded; motion carried. The Commissioners approved a WYDEQ letter for Verizon/Fullerton Engineering OBO Verizon regarding local zoning requirements, of which there are none. The Commissioners authorized a salary increase for a Sheriff Deputy due to reclassification to Patrol, and a salary increase for a Sheriff Deputy due to successful completion of FTO and probation. Mr. Short moved to approve a request from Deer Creek Muzzle Loaders for a variance from a countywide fire ban, if established, for the dates of June 20-22, 2025, and Sept. 9-21, 2025; Mr. Grant seconded; motion carried. Mr. Chris Caskey, Technical Services Director, and staff members, provided various department updates; no action was taken. The meeting recessed for lunch at 12:00 p.m. and reconvened at 1:00 p.m. Mr. Russ Dalgarn, Emergency Manager, provided department updates; no action was taken. Mr. Jason Wilkinson, Superintendent; Mr. John Shephard, Foreman; and Todd Mattson, HDR Engineering, Inc., provided an overview of the Chalk Buttes and Ridgewater Road Rehabilitation Project and other departmental updates. Mr. Short moved to approve the Notice to Proceed for Earthwork Solutions for the Chalk Buttes & Ridgewater Road Rehabilitation Project with construction to commence on May 12, 2025, and substantial completion within 130 days of commencement; Mr. Kaufman seconded; motion carried. Mr. Grant moved to approve a Bore Permit for OneOk Rockies Midstream LLC on Ross Road/CR 31 for a 16” SDR9 natural gas poly pipeline; Mr. Blackburn seconded; motion carried. The Commissioners discussed illegal subdivisions and the process to correct once identified with Mr. Quentin Richardson, County Attorney; Mr. Chris Caskey, Technical Services Director, and Ms. Tory Walsh, Special Projects Coordinator; no action was taken. The regular meeting recessed at 4:30 p.m. and reconvened at 9:00 a.m. on May 7, 2025. Commission Chairman Jim Willox was excused. A County-wide business meeting began at 9:00 a.m. with multiple department updates; no action was taken. Mr. Clint Becker, Sheriff, and Mr. Nate Hughes, Undersheriff, presented recommendations for the salary for a new Undersheriff and provided an overview of Undersheriff duties; no action was taken. Mr. Joel Schell, Treasurer, and Mr. Chris Hinton, Chief Deputy, presented a recommendation to move certain necessary and proprietary software programs currently housed on premise to Software as a Service; no action was taken. Mr. Short moved to recess into Executive Session pursuant to W.S. 16-4-405(a)(ii) to consider the appointment, employment, right to practice or dismissal of a public officer, professional person or employee; Mr. Kaufman seconded, and the regular meeting recessed at 11:17 a.m. and reconvened at 11:32 a.m. No action was taken. Ms. Darcey Cowardin, Public Health Nurse Manager, provided various departmental updates; no action was taken. The regular meeting recessed for lunch at 12:00 p.m. and reconvened at 1:30 p.m. Ms. Jessie Dykehouse and Mr. Dan Barens and Mr. Getty Babbit (remotely) with FDL Consulting, LLC, presented the 100% design and development plans for the Converse County Animal Shelter Expansion Project. The Commissioners provided directions on multiple finishes within the building to be included in the final construction documents. The Commissioners revisited the request from the Sheriff’s Department for Undersheriff salary. The regular meeting adjourned at 3:25 p.m. A regular meeting of this Board will be held on May 6 and 7, 2025, at 8:00 a.m., unless otherwise posted, at the Converse County Courthouse within Commission Chambers, located at 107 N. 5th Street, Douglas, Wyoming.
