Unapproved Minutes, Board of Commissioners of 

Converse County, November 5, 2024

The regular meeting was called to order at 8:15 a.m. on Nov. 5, 2024. Present in person were Commission Chairman, Jim Willox; Commission Vice-Chairman Rick Grant; Commissioners Robert Short, Mike Colling, and Trent Kaufman; and County Clerk, Karen Rimmer. Mr. Chris Caskey, Technical Services Director, and Mr. Justin Lane, Systems Administrator, provided multiple departmental updates; no action was taken. Ms. Dixie Huxtable, Assessor, discussed mineral values and exempt status for gravel; no action was taken. The Commissioners interviewed Dr. Mark Campbell as a candidate for the MHCC Board of Directors; no action was taken. The Commissioners reviewed personnel policy revisions; no action was taken. The meeting recessed at 12:00 p.m. and reconvened at 1:00 p.m. Representatives of the City of Douglas provided an overview of the concept of “One Douglas: Community Alignment”; no action was taken. Mr. Russ Dalgarn, Emergency Management Director, provided department updates; no action was taken. Mr. Todd Mattson and Mr. Mike Oakley, HDR Engineering, Inc., provided updates on Jenne Trail Reconstruction Project, Phase 2, Phase 3, and John Lambert Subdivision. Mr. Short moved to begin design and engineering for Chalk Buttes Road and further authorized the Chairman to sign agreements between meetings; Mr. Grant seconded; motion carried. Mr. Jason Wilkinson, Superintendent, and Mr. John Shepherd, Foreman, provided departmental updates. Mr. Grant moved to authorize the ordering of two CAT motor graders to be purchased in FY2026; Mr. Kaufman seconded; motion carried. Mr. Grant moved to recess into Executive Session for W.S. 16-4-405(a)(ii) for personnel; Mr. Short seconded, and the meeting recessed at 3:09 p.m. and reconvened at 3:14 p.m.; no action was taken. Following discussion, Mr. Colling moved to authorize the County Fair Board to enter into a contract with Extreme Broncs for an event during the 2025 County Fair; Mr. Short seconded; motion approved. Mr. Grant moved to lift the county-wide fire ban upon the recommendation of the Converse County Fire Warden by rescinding Resolution 10-24, which was adopted and became effective on July 2, 2024; Mr. Short seconded; following discussion, motion carried. Mr. Short moved to approve the renewal dog kennel application for Tamara Herrera, DBA K9 Country Care, located at 46 E Antelope Road, Douglas, WY for a two-year term through Nov. 4, 2026; Mr. Colling seconded; motion carried. Mr. Colling moved to ratify the Bore Permit for Saddle Butte Powder Flats Midstream LLC for CR31/Ross Road for a 4” steel pipeline for crude oil transport; Mr. Kaufman seconded; motion carried. Mr. Colling moved to reappoint Mr. Nick Ladd to the Converse County Fair Board for the remainder of a three-year term from Nov. 2024 to Sept. 2027; Mr. Short seconded; motion carried with Mr. Grant abstaining from the vote. The Commissioners interviewed Dr. Kyle Sokel as a candidate for the MHCC as a member of the Board of Directors; no action was taken. Mr. Clint Becker, Sheriff, and Mr. Nate Hughes, Undersheriff, provided a detailed overview of promotions and associated pay increases for two employees. Following discussion, the Commissioners authorized salary increases for the employees effective Oct. 1, 2024. The Commissioners discussed at length the candidates for the MHCC Board of Directors. Mr. Short moved to appoint Dr. Kyle Sokel to the MHCC Board of Directors for an unexpired term from Nov. 5, 2024, to June 30, 2026; Mr. Grant seconded; motion carried 3-2. Mr. Short moved to ratify the agreement for CrowdStrike software with the State of WY; Mr. Colling seconded; motion carried. The regular meeting adjourned at 5:33 p.m. A regular meeting of this Board will be held on Nov. 19, 2024, at 8:00 a.m., unless otherwise posted, at the Converse County Courthouse within Commission Chambers, located at 107 N. 5th Street, Douglas, WY.
