The regular meeting was called to order at 8:07 a.m. on Jan. 7, 2025. Present in person were Commission Chairman, Jim Willox; Commission Vice-Chairman Rick Grant; Commissioners Robert Short, Trent Kaufman, and Donald Blackburn; and County Clerk, Karen Rimmer. Mr. Short moved to reappoint Mr. Rick Grant to the Converse County Joint Justice Center Joint Powers Board for a 3-year term from Jan. 2025 to Jan. 2028; and further moved to appoint Mr. Donald Blackburn for an unexpired 3-year term from Jan. 2025 to Jan. 2026; Mr. Kaufman seconded; motion carried. Mr. Grant moved to appoint Mr. Jim Willox, Mr. Robert Short, and Mr. Trent Kaufman to the Municipal/County Joint Powers Board, each for a 1-year term from Jan. 2025 to Jan. 2026; Mr. Blackburn seconded; motion carried. Mr. Grant moved to appoint Mr. Jim Willox, Mr. Jason Wilkinson, Ms. Tory Walsh, and Mr. Calvin Twiford to the Douglas Urban Systems Advisory Committee each for a 4-year term from March 2025 to March 2029; Mr. Short seconded; motion carried. Mr. Grant moved to appoint Mr. Donald Blackburn to the Converse County Board of Health for an unexpired 5-year term from Jan. 2025 to Nov. 2027; Mr. Short seconded; motion carried. Mr. Kaufman moved to reappoint Dr. Mark Campbell as the Converse County Health Officer for the remainder of a 4-year term from Jan. 2025 to Sept. 2029; Mr. Short seconded; motion carried. Mr. Kaufman moved to reappoint Mr. Chuck Pellatz, Mr. Jess Dickau, Mr. Larry Reed, and Mr. Garret Falkenburg to the Weed & Pest Control District, each for a 4-year term from Jan. 2025 to Jan. 2030, pursuant to official nomination petitions received; Mr. Grant seconded; motion carried. Mr. Short moved to approve the Contract to Buy Real Estate between Bonehead Real Estate Company and Converse County to purchase Lot 8 and N 18 ½’ of Lot 9, Block 13, Glenrock, Converse County, WY, more commonly known as 215 S. 4th Street, Glenrock, WY, for a purchase price of 157000 with other terms as presented and agreed upon; Mr. Kaufman seconded. Discussion followed regarding the intent of the purchase, which is in part to provide office space for County officials in Glenrock with greater accessibility for the public, and that the contract received legal review; motion carried. Mr. Grant moved to approve the amended Converse County Joint Justice Center Joint Powers Board Agreement as presented; Mr. Short seconded. Mr. Grant provided an overview of necessary changes, including changes in proportion of ownership per square foot, landscaping and snow removal, and other factors; motion carried. Mr. Kaufman moved to make the Douglas Budget the Official County Newspaper of general circulation for Converse County for the 2025 calendar year; Mr. Blackburn seconded; motion carried. Mr. Short moved to approve the sales of two County vehicles (2018 Ford F-150/VIN 1FTEW1E51JKF83652 and a 2016 Ford F-150/VIN 1FT7W2B61GEB06271) to the highest bidder for which the required reserve bid was not met; Mr. Kaufman seconded; motion carried. Mr. Grant moved to approve Change Order No.2 for Boxelder Road Reconstruction Project, Phase 1, for a decrease in the amount of 478605.87 for a new final contract price of 7668972.13; Mr. Short seconded; motion carried. Mr. Grant moved to recess into Executive Session pursuant to W.S. 16-4-405 (a)(ii) for personnel; Mr. Blackburn seconded, and the regular meeting recessed at 10:03 a.m. and reconvened at 11:03 a.m. No action was taken. Following meeting with Mr. Chuck Bayne, Director, and Mr. Jessee Curtis, Deputy Director, Wyoming Law Enforcement Academy (WLEA), and discussion, Mr. Short moved to authorize WLEA access and use of the County Courthouse for Peace Officer Basic Training and potential trainings for dates in 2025 as presented; Mr. Kaufman seconded. It was stated that the County HR Director would coordinate with WLEA for training opportunities for County employees; no further discussion and motion carried. The meeting recessed at 12:05 p.m. and reconvened at 1:28 p.m. Mr. Russ Dalgarn, Emergency Management Director, provided departmental updates; no action was taken. Mr. Todd Mattson and Mr. Kenny Sisson, HDR Engineering, Inc., provided various updates on major road construction projects. Mr. Short moved to recess in Executive Session pursuant to W.S. 16-4-405 (a)(vii) for real estate; Mr. Kaufman seconded. The regular meeting recessed at 2:08 p.m. and reconvened at 2:35 p.m. No action was taken. Mr. Jason Wilkinson, Road & Bridge Superintendent, and Mr. John Shephard, Foreman, provided additional department updates; no action was taken. Mr. Blackburn moved to approve Resolution No. 01-25, Approving the Revised Official Holidays for County Employees for the Year 2025; Mr. Short seconded; motion carried. Mr. Chris Caskey, Technical Services Director, provided multiple departmental updates; no action was taken. The regular meeting adjourned at 4:06 p.m. for a Board of Public Health meeting and reconvened at 9:00 a.m. on Jan. 8, 2025. A County-wide business review meeting was held at 9:00 a.m. for elected officials, department heads, and supervisors; no action was taken. Mr. Grant moved to remove Mr. Mike Colling as an authorized signer for Converse County General accounts with Converse County Bank, and further moved to make Mr. Donald Blackburn an authorized signer for the same accounts; Mr. Short seconded; motion carried. Mr. Grant moved to appoint Mr. Tylen Werkele to the Converse County Predator Management Board for a 3-year term from Jan. 2025 until Jan. 2028 as recommended by the Predator Board; Mr. Blackburn seconded; motion carried. Mr. Kaufman moved to authorize the transfer of the rights and responsibilities pursuant to Resolution 20-22 from 307 Horse Racing Inc. to 307 Horse Racing LLC effective immediately and acknowledged that the WY Gaming Commission has already authorized the transfer; Mr. Blackburn seconded; motion carried. Mr. Willox recessed the regular meeting into a Public Hearing at 10:30 a.m. to consider an application for the Grimes Minor Subdivision, a three-lot subdivision consisting of approximately 20.98 acres and located at SW1/4NW1/4 of Section 33, T33N, R72W, 6th P.M., Converse County, WY, addressed as 50 Cherokee Trail, Douglas, WY. An overview was provided by Ms. Tory Walsh, Special Projects Coordinator: the Planning & Zoning (P&Z) Commission worked with the applicant to make corrections over the past several months, and the application was recommended for approval by the P&Z Commission on December 17, 2024. All three Lots have water rights from LaPrele Irrigation District; the District was notified and requirement for proof of effort was met. Plat notes show that proposed Lot 2 will have municipal water pursuant to an existing “Springline Agreement” with the City of Douglas; plat notes need to be added stating that proposed Lots 1 and 3 will have water wells. Accesses for Lots are existing but may not be permitted. Formatting corrections were requested for existing plat notes; technical comments from the County Clerk’s Office were incorporated; no other public comments were received. The Public Hearing closed at 10:39 a.m. Mr. Short moved to approve the application for Grimes Minor Subdivision as recommended by the P&Z Commission with plat note revisions as follows: correct formatting for P&Z signature line, Item 6 to specify there is a centralized water system from the City of Douglas for Lot 2, and correct Item 7 to state Lots 1 and 3 will have private wells; Mr. Grant seconded. The Commissioners questioned addressing of the Lots and discussed having this process integrated into the application process for future subdivisions. Access to Lots was also discussed; Road & Bridge should be providing comments on access. No further discussion and motion carried. Senator Brian Boner, SD-02; Representative Tomi Strock, HD-06; and Representative Kevin Campbell, HD-62, discussed the 2025 Wyoming Legislative Session; no action was taken. The meeting recessed at 1:00 p.m. and reconvened at 1:15 p.m. Mr. Grant moved to approve the Agreement for Services for health insurance consulting services between Converse County and IMA Inc, for a 5-year term at a cost of 95000 annually for three years, with increases to 99750 for 2028-2029 and 104737.50 for 2029-2030; Mr. Kaufman seconded. It was stated for the record that the agreements can be terminated by the County with 30 days’ notice; motion carried. Mr. Kaufman moved to approve the Business Associate Authorization Agreement between Converse County and IMA Financial Group Inc. for a 5-year term and at no additional cost thereby authorizing IMA Inc. to negotiate with insurance companies on the County’s behalf; Mr. Grant seconded; motion carried. The Commissioners authorized the use of the Converse County logo by IMA Inc. for purposes related to consulting services per contract. Mr. Grant moved to approve NOVC 2021-0109, Chesapeake Operating LLC for cancelations in the amount of 38,057 and 381.42; Mr. Blackburn seconded; motion carried. The regular meeting adjourned at 1:30 p.m. A regular meeting of this Board will be held on January 21, 2025, at 8:00 a.m., unless otherwise posted, at the Converse County Courthouse within Commission Chambers, located at 107 N. 5th Street, Douglas, Wyoming.
