The regular meeting was called to order at 8:07 a.m. on Jan. 21, 2025. Present in person were Commission Chairman, Jim Willox; Commission Vice-Chairman Rick Grant; Commissioners Robert Short, Trent Kaufman, and Donald Blackburn; and County Clerk, Karen Rimmer. Mr. Jason Wilkinson, Road & Bridge Superintendent, and Mr. Todd Matson, HDR Engineering, provided updates on major road construction projects. Mr. Wilkinson provided additional department updates; the Commissioners directed Mr. Wilkinson to move forward with the preparation of a formal bid package for gravel crushing. Mr. Short moved to recess into Executive Session pursuant to W.S. 16-4-405(a)(ii) for personnel; Mr. Grant seconded, and the regular meeting recessed at 9:08 a.m. and reconvened at 9:25 a.m. No action was taken. Mr. Short moved to approve the MOU between WYDOT and Converse County for the purchase/installation of signage at various locations throughout the County for the HRRRP for a term through Dec. 31, 2026, with no payment required Mr. Grant seconded; motion carried. Ms. Kristin Watson, HR Director, presented departmental updates; no action was taken. Mr. Willox recessed the regular meeting into a Public Hearing at 10:30 a.m. to consider an application for the proposed Roberts II Minor Subdivision, located in the S1/2NW1/4SE1/4 of Section 32, T33N, R71W, 6th P.M., Converse County, WY, and a vacation and replat of Lot 1, Roberts Subdivision, addressed as 14 & 15 J Road, Douglas, WY 82633. Ms. Tory Walsh, Special Projects Coordinator, provided an overview of the application. The City of Douglas approved the application via Resolution 2024-39 and the Planning & Zoning Commission recommended approval on Dec. 17, 2024. Following lengthy discussion, the Commission and Special Projects Coordinator concurred that this application meets the threshold for a major subdivision application. It was noted for the record that the platted cul-de-sac does not provide legal access for the unplatted 20-acre parcel at the north end of the subdivision as it is accessed from Single Road. It was also noted that the total right of way for J Road is 60’ which includes a 30’ utility easement; the applicant requested a 15’ utility easement on each side of the 60’ easement, which the Commissioners will allow. Mr. Willox stated action items for this application would be to ensure all easements are corrected and a Chapter 23 Water Study is completed; he recommended this application be tabled until a subsequent Commissioner meeting to allow time for the Study and any other major subdivision requirements as determined by Special Projects. No public or written comments were received in favor or opposition to the application. The public hearing closed at 10:55 a.m. and the regular meeting was reconvened. Mr. Blackburn moved to table the application for the Roberts Subdivision No. 2 until no later than March 5, 2025; Mr. Grant seconded; motion carried. Following an interview, Mr. Short moved to appoint Brandon Frye to the Parks and Recreation board for an unexpired 3-year term through June 2025; Mr. Blackburn seconded; motion carried. Ms. Brandy Butler, Geologist with Windy Mountain Energy, provided a detailed overview of the completed hydrogeologic review of groundwater supplies in Converse County; no action was taken. The meeting recessed for lunch at 12:10 a.m. and reconvened at 1:00 p.m. Mr. Darcey Cowardin, Public Health Nurse Manager, provided departmental updates; the Commissioners authorized the overspend of the Public Health New Equipment line for purchases that will be cost-share purchases with the WY Dept. of Health. Ms. Dru Palmer, DRU Consulting, presented multiple natural resources updates; no action was taken. The minutes of the Jan. 7 and 8, 2025 regular meeting and Executive Sessions were approved and ordered filed. Mr. Grant moved to approve monthly reports for Jan.: Public Health: 27694.22; Dec.: Sheriff: 850.47; VOID Warrant #67710 95.50 Jones, Julius, lost/reissue; VOID Warrant #71125 2,00.00 Ed’s Concrete & Flat Work LLC, lost/reissue; Mr. Blackburn seconded; motion carried. Mr. Blackburn moved to reappoint Mr. Joe Benedetta to the Planning & Zoning Commission for a 3-year term from March 2025 to March 2028; Mr. Grant seconded; motion carried. The regular meeting adjourned at 2:44 p.m. A regular meeting of this Board will be held on Feb. 4 and 5, 2025, at 8:00 a.m., unless otherwise posted, at the Converse County Courthouse within Commission Chambers, located at 107 N. 5th Street, Douglas, Wyoming.
