The regular meeting was called to order at 8:12 a.m. on February 4, 2025. Present in person were Commission Chairman, Jim Willox; Commission Vice-Chairman Rick Grant; Commissioners Robert Short, Trent Kaufman, and Donald Blackburn; and County Clerk, Karen Rimmer. 2024-0506 14806.88 Mr. Kaufman seconded; the Commission abstained from voting on warrants issued to themselves; motion carried. Mr. Grant moved to implement, in consultation with other elected officials and department heads and according to law, an electronic timekeeping system, a change in the County’s pay schedule from monthly to every other week, and standardized hourly pay for non-exempt employees; Mr. Blackburn seconded. Discussion followed regarding necessary policy updates and integration with existing financial software; no further discussion; motion carried. Mr. Kaufman moved to designate Converse County Bank as the official depository for 2025 and further acknowledges the receipt of the resolution of the Board of Directors authorizing the pledging of securities sufficient to secure deposits in excess of 250000; Mr. Short seconded; motion carried. Mr. Kaufman moved to approve and adopt the 2024 Emergency Operations Plan for Converse County as presented; Mr. Blackburn seconded; motion carried. It was noted for the record that the County officially purchased a property in Glenrock, 215 W. Birch Street, as of Jan. 31, 2025. Mr. Chris Caskey, Technical Services Director, provided departmental updates. The Commissioners acknowledged that proper notice was received from the Town of Glenrock for contract IT services; that contract will expire on Feb. 7, 2025. Mr. Grant moved to recess into Executive Session pursuant to W.S. 16-4-405(a)(i) and (a)(xii) to consider or receive any information classified as confidential by law, and  to consider, discuss, and conduct safety and security planning that, if disclosed, would pose a threat to the safety of life or property; Mr. Short seconded, and the regular meeting recessed at 11:03 a.m. and reconvened at 11:37 a.m. No action was taken. The Commissioners interviewed Mr. Mitchell McElwain as a candidate for the Converse County Tourism Board. Mr. Short moved to accept the letter of resignation from Mr. Josh Butts for the Converse County Tourism Board effective immediately; Mr. Kaufman seconded; motion carried. Mr. Short moved to appoint Mr. Mitchell McElwain to the Converse County Tourism Board for an unexpired three-year term through June 2025; Mr. Blackburn seconded; motion carried. The meeting recessed at 12:00 p.m. for lunch and reconvened at 1:00 p.m. Mr. Grant moved to recess into Executive Session pursuant to W.S. 16-4-405(a)(ii) to consider the appointment, employment, right to practice or dismissal of a public officer, professional person or employee; Mr. Blackburn seconded, and the regular meeting recessed at 1:05 p.m. and reconvened at 1:25 p.m. No action was taken. Mr. Russ Dalgarn, Emergency Management Director, provided departmental updates; no action was taken. Mr. Jason Wilkinson, Road & Bridge Superintendent; Mr. John Shephard, Foreman; and Mr. Todd Mattson, HDR Engineering, provided departmental updates. Mr. Grant moved to approve the Notice of Award for the Lambert Subdivision Sewer & Water Main Improvements Project and award the contract to JTL Group, Inc., DBA Knife River, for a total project cost of 3211314.63 as the apparent low bidder and as recommended by HDR Engineering; Mr. Kaufman seconded; motion carried. Following discussion, Mr. Blackburn moved to pre-authorize the expenditure of 991126 for friction seal on Ross Road; Grant seconded. It was stated for the record that this action authorizes the Road & Bridge to get on the contractor’s schedule for completion and payment in FY2026; no further discussion and motion carried. Mr. Blackburn moved to approve the grazing lease between Converse County and Green Valley Inc. for a portion of County Park for a two-year term from April 1, 2025 to March 31, 2027 for a total cost of 552.20 for 204.52 AUMs and a total of 1022.60 acres; Mr. Short seconded; motion carried. Mr. Short moved to reappoint Mr. David Yates to the Converse County Airport Board for a 5-year term from Feb. 2025 to Jan. 2030; Mr. Grant seconded; motion carried. Mr. Kaufman moved to reappoint Mr. Jared Vollman to the Converse County Planning & Zoning Commission for a three-year term from March 2025 to March 2028; Mr. Short seconded; motion carried. Mr. Willox stated Mr. Short and Mr. Blackburn will be excused from the regular meeting tomorrow. The regular meeting recessed at 3:35 p.m. and  reconvened at 9:00 a.m. on Feb. 5, 2025. A County-wide business review meeting was held for elected officials, department heads, and supervisors. No action was taken. The meeting recessed at 12:00 p.m. for lunch and reconvened at 1:30 p.m. Mr. Grant moved to recess into Executive Session for W.S. 16-4-405(a)(ii) to consider the appointment, employment, right to practice or dismissal of a public officer, professional person or employee; and pursuant to W.S. 16-4-405 (a)(ix) to consider or receive any information classified as confidential by law; Mr. Kaufman seconded, and the meeting recessed at 1:55 p.m. and reconvened at 2:40 p.m. No action was taken. The regular meeting adjourned at 2:42 p.m. A regular meeting of this Board will be held on Feb. 18, 2025, at 8:00 a.m., unless otherwise posted, at the Converse County Courthouse within Commission Chambers, located at 107 N. 5th Street, Douglas, Wyoming.
