The regular meeting was called to order at 8:20 a.m. on Dec. 2, 2025. Present in person were Commission Chairman Jim Willox; Vice Chairman Rick Grant; Commissioners Robert Short, Trent Kaufman, and Donald Blackburn; and County Clerk Karen Rimmer. The Commissioners reviewed all warrants and documentation presented for the meeting. No action was taken. The minutes of the Nov. 18, 2025, regular meeting and Executive Sessions and the Nov. 24, 2025, Work Session were approved and ordered filed. Mr. Grant seconded; the Commissioners abstained from voting on warrants pertaining to themselves; motion carried. Mr. Kaufman moved to approve the Esterbrook Hazardous Fuel Reduction 2025 CAFA (Firewise) contract between the WY State Forestry Division and Converse County in the amount of $243,000 for a term from date of execution through June 2030; Mr. Short seconded; motion carried. Mr. Kaufman moved to approve Change Order No. 1 for the Animal Shelter Expansion Project in the amount of $1,640 for additions to surveillance system/storage; Mr. Short seconded. It was explained for the record that this is a server for storage; no further discussion and motion carried. It was stated for the record that the Title Commitment for the purchase of the Killion property has been received and will be formally disputed. Mr. Chris Caskey, Technical Services Director, and Mr. Nate Hughes, Technical Services Administrator, provided updates on the sale of surplus County property. Mr. Short moved to authorize Mr. Hughes to approve the sale of any County vehicle when the reserve bid is not met so long as the minimum bid is at least 65% of the fair market value of the vehicle; Mr. Blackburn seconded; motion carried. Mr. Short moved to approve auction applications for two County vehicles: one 2019 Ram 1500 pickup, VIN #1C6RR7KT5KS717361, and one 2015 Ram 2500 VIN #3C6TR5DT0FG508341; Mr. Kaufman seconded; motion carried. The meeting recessed for lunch at 11:45 p.m. and reconvened at 1:52 p.m. Mr. Jason Wilkinson, Road & Bridge Superintendent, and Mr. John Shephard, Foreman, provided departmental updates; no action was taken. The meeting recessed at 3:20 p.m. and reconvened at 8:15 a.m. on Dec. 3, 2025. A County-wide business review began at 9:00 a.m. to discuss the Time & Attendance system and proposed changes to the Converse County personnel policy. No action was taken. Mr. Todd Burns, Chairman, Glenrock Golf Club, provided updates for the Club; no action was taken. Mr. Short moved to approve the Application to Participate in the Converse County Public Surplus Property Reallocation Process from Laramie Peak Humane Society; Mr. Kaufman seconded; motion carried. Mr. Short moved to approve the Application to Participate in the Converse County Public Surplus Property Reallocation Process from Children’s Advocacy Project; Mr. Blackburn seconded; motion carried. Ms. Morryah McCurdy, Executive Director, and Ms. Christian Skillman, Workforce Development Coordinator, both representing The Enterprise, provided organizational updates; no action was taken. Following discussion, Mr. Grant moved to approve and adopt the revised Converse County Personnel Policy effective Jan. 1, 2026, and subject to additional clerical and editorial corrections and clarifications as needed; Mr. Blackburn seconded; motion carried. The regular meeting adjourned at 12:25 p.m. The next regular Commission meeting will be Dec. 16, 2025, at 8:00 a.m., unless otherwise posted, and will be held at the Converse County Courthouse within Commission Chambers, located at 107 N. 5th Street, Douglas, Wyoming.
