The regular meeting was called to order at 8:00 a.m. on April 16, 2024. Present were Commission Chairman Jim Willox; Vice-Chairman Rick Grant; Commissioners Mike Colling and Trent Kaufman; and County Clerk, Karen Rimmer. Commissioner Robert Short was excused. Following overview, Mr. Colling moved to approve the agreement between Converse County and HDR Engineering, Inc. for Engineering Services for the Jenne Trail Road/Ross Road Phase 3 Reconstruction Project in an amount not to exceed 1644152.49 as presented; Mr. Kaufman seconded; motion carried. Mr. Kaufman moved to approve the Notice to Proceed with JTL Group Inc. DBA Knife River Construction for the Jenne Trail Phase 2 Reconstruction project and further authorized the Chairman to sign upon receipt; Mr. Grant seconded; motion carried. Mr. Grant moved to approve the Notice of Award for the HRRRP (High Risk Rural Roads Project) Converse County Delineator Removal/Installation on County Road Project to K&R Construction for a total price of 46360; Mr. Colling seconded; motion carried. Mr. Kaufman moved to approve the Construction Agreement between Converse County and K&R Construction for the HRRP HR-24201 Converse County Delineator Removal/Installation Project on County Roads CR2/Anderson Dairy Road; CR13/Ayres Natural Bridge Road; CR19/Deer Creek Road; and CR52/East Antelope Road, in the amount of 46360 with completion no later than Oct. 15, 2024; Mr. Grant seconded; motion carried. Mr. Hal Hutchinson, Owner’s Representative; Mr. Tim Schenk, GSG Architecture; and Mr. Rick Fleming, Sampson Construction, provided updates on CCJJC Phase 2; no action was taken. Mr. Willox opened a public hearing at 10:30 a.m. to consider an application to create Phipps Minor Subdivision, located in the SW1/4NW1/4 of Section 11, T33W, R75W of the 6th P.M., Converse County, Wyoming, approximately 13.2 acres and addressed as 1372 US Hwy 87-26/20. Ms. Tory Walsh, Special Projects Coordinator, provided an overview of the application; there were two written public comments received regarding access versus utility easements, and the application was recommended for approval with certain conditions by the P&Z Commission as their March 19, 2024, regular meeting. The applicant provided answers and clarifications; there were no other public or written comments in favor or opposition of the application. Public hearing closed at 10:57 a.m. Following discussion, Mr. Colling moved to approve the application for the Phipps Minor Subdivision, accepting the variance, contingent upon written legal access being obtained off of Sage Hill Road, and naming the easement for access discussed; Mr. Kaufman seconded; motion carried. Ms. Kristin Watson, HR Director, provided departmental updates; no action was taken. The meeting recessed for lunch at 12:00 p.m. and reconvened at 1:00 p.m. Ms. Darcey Cowardin, Public Health Nurse Manager, provided departmental updates. Mr. Grant moved to approve the Amendment Between the WY Dept. of Health, Public Health Division, and Converse County, to extend the term of the COVID-19 grant for a term through June 30, 2025; Mr. Kaufman seconded; motion carried. The Commissioners authorized Ms. Cowardin to advertise for a Glenrock State Nurse position, which is paid for in part by Converse County. The minutes of the April 2 and 3, 2024 regular meeting and the April 10, 2024, Joint Work Session were approved and ordered filed. Mr. Colling moved to approve monthly reports for April: Clerk of District Court: 6136.08; Public Health 15602.50; : Road & Bridge: 103764.82 Sheriff: 3432.11; VOID Warrant #67841 1410.94; Mr. Kaufman seconded; motion carried. Mr. Grant moved to approve lease agreement between Converse County and Jerry J Dilts/Dilts Living Trust for a one-year from May 1, 2024 to April 30, 2025, with options to extend for a total of twelve months, and for a monthly rent of 2200 per month; Mr. Colling seconded; motion carried. Mr. Kaufman moved to approve the 2024 Cooperative Law Enforcement Agreement between USDA and Converse County for patrol assistance within Medicine-Bow National Forests and Thunder Basin National Grasslands for a term through Dec. 31, 2025, in an amount of 6,000; Mr. Colling seconded; motion carried. Ms. Dru Palmer, DRU Consulting, provided various energy and natural resource updates; the Commission authorized the submission of comments pertaining to the Solar Energy PDEIS to the BLM. The Commissioners interviewed Ms. Kris Mitchell as a Converse County Tourism Board member. Following discussion, Mr. Kaufman moved to appoint Ms. Kris Michell to the Converse County Tourism Board for a three-year term from July 1, 2024, to June 30, 2027; Mr. Grant seconded; motion seconded. The Commissioners and Mr. Jason Wilkinson, Road & Bridge Superintendent, met with landowners along Ross Road and Jenne Trail to further discuss industry-placed lay-flat lines along county roads; no action was taken. Mr. Kaufman moved to approve the Memorandum of Understanding (MOU) between the Converse County Clerk’s Office and Converse County School District #1 for use of the Douglas Recreation Center as a polling location for the 2024 Primary and General Elections for a term from Aug. 19, 2024, through Nov. 6, 2024, and for a fee of 100 per election; Mr. Colling seconded; motion carried. Mr. Grant moved to approve the MOU between the Converse County Clerk’s Office and Eastern Wyoming College (EWC) for use of the EWC Multi-Purpose Room as a polling location for the 2024 Primary and General Elections for a term from Aug. 9, 2024, through Nov. 7, 2024, and at no cost; Mr. Kaufman seconded; motion carried. Mr. Colling moved to approve the MOU between the Converse County Clerk’s Office and the Glenrock Recreation Center for use of the Rec Center gymnasium as a polling location for the 2024 Primary and General Elections for a term from Aug. 19, 2024, through Nov. 7, 2024, and for a fee of 100 per election; Mr. Grant seconded; motion carried. Mr. Colling moved to approve the MOU between the Converse County Clerk’s Office and the Dry Creek Community Hall for use of the Community Hall as a polling location for the 2024 Primary and General Elections for a term from Aug. 19, 2024, through Nov. 7, 2024, and at no cost; Mr. Kaufman seconded; motion carried. The meeting adjourned at 5:21 p.m. A regular meeting of this Board will be held Tuesday and Wednesday, April 2 and 3, 2024, at 8:00 a.m. unless otherwise posted, at the Converse County Courthouse within Commission Chambers, located at 107 N. 5th Street, Douglas, Wyoming.
