The regular meeting was called to order at 8:10 a.m. on June 4, 2024. Present were Commission Chairman Jim Willox; Vice-Chairman Rick Grant; Commissioners Robert Short and Mike Colling; and County Clerk, Karen Rimmer. Commissioner Trent Kaufman was excused. Mr. Chris Caskey, Technical Services Director, provided departmental updates; no action was taken. Mr. Nate Hughes, Undersheriff, provided an update on an insurance claim that was submitted to the Wyoming State Insurance Commission; the Commission determined that they would accept the $20,000 check from Progressive Insurance pursuant to W.S. 31-9-4054(f)(i) and further authorized the sale of the crashed vehicle via Public Surplus. The meeting recessed for lunch at 11:55 a.m. and reconvened at 1:00 p.m. The minutes of the May 13, 2024, Special Meeting; and the May 21, 2024 regular and Executive Session meetings were approved and ordered filed. Mr. Short moved to approve Resolution No. 08-24; Establishing Election Judge Wages Within Converse County; Mr. Colling seconded; motion carried. Mr. Grant moved to approve the AIA Agreement between Converse County and FDL Consulting for architectural design and project management of the Converse County Animal Shelter Expansion Project as presented in an amount not to exceed 396440.00; Mr. seconded; motion carried. Mr. Short moved to approve the MOU between Converse County and the US Department of Agriculture, Forest Service, as a cooperating agency in the USFS Old Growth Rule, to be accompanied by a letter expressing disappointment with fulfilling NEPA obligations; Mr. Grant seconded; motion carried. Mr. Colling moved to approve the Grant Agreement between WY Dept. of Health, Public Health Division and Converse County for Prevention Services in the amount of 261301 and for a term from July 1, 2024 - June 30, 2026; Mr. Grant seconded; it was stated for the record that this program is administered by MHCC; motion carried. The Commissioners approved a pay increase for one Detention Deputy and one Patrol Deputy effective beginning with June 2024 payroll for successful completion of Academy, FTO, and probation period. The Commissioners determined that the FY2025 County Budget public hearing will be held during a special commission meeting in Commission Chambers on July 9, 2024, and the budget will be required to be approved at the same meeting in order to comply with W.S. 16-4-109. The time of the Special Meeting will be determined at a later date. Mr. Russ Dalgarn, Emergency Manager Director, provided departmental updates; no action was taken. Commissioner Kaufman joined the meeting in progress. Mr. Jason Wilkinson, Road & Bridge Superintendent, provided departmental updates. Mr. Kaufman moved to approve the Public Utilities Parallel Right of Way Permit for Black Hills Wyoming Gas LLC on CR 1/Irvine Road to repair a gas main line; Mr. Grant seconded; it was stated for the record that Road & Bridge will invoice Black Hills for the cost of the repairs; motion carried; motion carried. Mr. Short moved to accept the final WYDOT Reconnaissance Report for project CN13080, CR17/Boxelder Road, for the bridge over Boxelder Creek; Mr. Colling seconded; motion carried. The Commissioners interviewed Mr. Bill Russell as a candidate for the Converse County Airport Board; no action was taken. The Commissioners discussed lay flat lines along county road rights-of-ways and reviewed proposed requirements. they will continue with development of permit applications; no action was taken. The meeting recessed at 5:48 p.m. and reconvened on June 5, 2024, at 8:05 a.m. Mr. Grant moved to approve Resolution No. 09-24, Establishing Fees for the Granting of Permanent and Temporary Access Permits off of County Roads Within Converse County; Mr. Kaufman seconded; motion carried. Mr. Short moved to approve the Services/Software Subscription Agreement between Converse County and EUNA for Questica budgeting software use in the amount of 27000 per year and a one-time setup cost of 15000 for a term from July 1, 2024 and continuing so long as the software is in use; Mr. Kaufman seconded. Discussion followed regarding this price is locked in for five years; motion carried. The Commission considered an application for the Settler Wind Farm Project, a wind energy conversion system facility, submitted by Settler Wind, LLC/AES Clean Energy. Commissioner Grant recused himself from any action on this application. Mr. Chris Caskey, Technical Services Director, provided an overview of application including the Planning & Zoning Commission recommendation to approve with conditions from review at their May 21, 2024 regular meeting. Mr. Caskey reviewed statutory requirements for publications, public hearing, and approval. Mr. Daniel Sierra, Developer, AES; and Mr. Ryan Wnok, Jacobs Engineering Group, Inc., provided additional information and answered questions of the Commissioners. Mr. Colling moved to accept the Settler Wind Farm Application as complete as of June 5, 2024; Mr. Short seconded. It was stated for the record that the public hearing for consideration of the application will be scheduled for Tuesday, July 23, 2024, at 3:30 p.m.; and that the requirement for submission of a traffic study completed within six months of application submission be waived. Motion carried with Commissioner Grant abstaining from the vote. The Commissioners provided expectations for discussion at the public hearing, and they will continue with revisions to regulations pertaining to traffic studies associated with these types of applications to require a traffic analysis and revise timing requirements. Mr. Short moved to approve the Participation Agreement between the Board of Converse County Commissioners and Converse County Library for Employee’s Group Health Insurance Plan for a period from July 1, 2024 to June 30, 2025; Mr. Colling seconded; motion carried. Mr. Colling moved to appoint Mr. Bill Russell to the Converse County Airport Board to fill an unexpired term from June 2024 to January 2026; Mr. Kaufman seconded; it was stated for the record that there were two strong candidates; motion carried. Mr. Short moved to appoint Carl Kosters to the Converse County Planning & Zoning Commission to fill an unexpired term from June 2024 to March 2026; Mr. Grant seconded; motion carried. A dedication of a donated handicap swing from Robert Hull and Melissa Lill will take place at Ayres Natural Bridge Park on June 21, 2024 at 6:00 p.m. The meeting adjourned at 1:00 p.m. A regular meeting of this Board will be held Tuesday, June 18, 2024 at 8:00 a.m. unless otherwise posted, at the Converse County Courthouse within Commission Chambers, located at 107 N. 5th Street, Douglas, Wyoming.
