Converse County, August 20, 2024

The regular meeting was called to order at 8:00 a.m. on Aug. 20, 2024. Present were Commission Chairman, Jim Willox; Commission Vice-Chairman Rick Grant; and Commissioners Mike Colling and Trent Kaufman; and County Clerk, Karen Rimmer. Commission Robert Short was excused. Mr. Jason Wilkinson, Road & Bridge Superintendent, and Mr. John Shephard, Foreman, provided departmental updates; no action was taken. Ms. Kristin Watson, HR Director, provided departmental updates;  no action was taken. Mr. Willox opened a public hearing at 10:30 a.m. to consider the application for the Wildcards LLC Minor Subdivision, NE1/4SW1/4 of Section 34, T33N, R71W, 6th PM, Converse County, Wyoming, addressed as 221 State Hwy 59, Douglas, Wyoming. An overview was provided by Ms. Tory Walsh, Special Projects Coordinator. The application was actioned by the Planning & Zoning Commission on July 16, 2024, with a recommendation not to approve due to both proposed lots at less than four acres and not meeting the requirements for a variance. The application was reviewed and approved by the City of Douglas via Resolution 2024-05 with a condition that any future development conform with City of Douglas Master Plan. Written comments were received recommending the following plat additions and revisions: septic permit numbers, incorporating City Resolution 2024-05, the variance is approved, and recommendations from P&Z. Access to Lot 2; permitted septic system; water; and the request for a variance were discussed at length. One written comment opposing the application was received from an adjacent property owner. Mr. Troy Casey, property owner, explained he is wanting to subdivide in order to sell a portion of the lot and answered Commission questions. There were no other public comments in favor or opposition of the application. The public hearing closed at 10:47 a.m. Mr. Colling moved to approve the application Wildcards LLC Minor Subdivision with conditions as recommended by the P&Z Commission; Mr. Grant seconded; following discussion, motion failed 1-3. Ms. DeAnna Brow, Prevention Specialist, and Mr. Mat Ammons, Memorial Hospital of Converse County (MHCC) Controller and Prevention Grant Manager, provided prevention updates; no action was taken. The minutes of the Aug. 6 and 7, 2024 regular meeting and Executive Session and the July 16, 2024, Executive Session were approved and ordered filed. Mr. Colling moved to approve July Monthly Reports: Clerk of District Court 6265.85; Mr. Grant seconded; motion carried. Mr. Colling moved to approve Resolution 13-24, A Resolution Superseding Resolution 19-20 and Adopting Revised Converse County Wind and/or Solar Energy Siting Regulations; Mr. Grant seconded; motion carried. Mr. Kaufman moved to approve the Cooperative Agreement Between Converse County Firewise and Local Grant Program Administrator for Converse County for a term from Aug. 2024 to Aug. 31, 2025, and not to exceed the grant amounts as stated in the agreement; Mr. Colling seconded; motion carried. Mr. Colling moved to amend the lease agreement between Converse County and Skills Driving LLC to conduct driver training courses for a small group of clients for a local employer on Aug. 22, 2024, total cost of  250.00; Mr. Kaufman seconded; motion carried. The meeting recessed for lunch at 12:00 p.m. and reconvened at 1:00 p.m. Ms. Dru Palmer, DRU Consulting, provided energy and natural resources;  no action was taken. Mr. Mike Schilling, President, Central Wyoming Motorsports, provided an overview of the condition of the racetrack and grounds; no action was taken. Mr. Dave and Mrs. Jennifer Johnson, Rocteck Drilling & Blasting Inc., expressed concerns regarding not being able to provide a quote to the County through Road & Bridge for any blasting and drilling to date. The Commissioners advised Mr. Johnson that he would be notified of the next opportunity to provide a quote for drilling and blasting and encouraged him to provide a quote; no action was taken. The regular meeting adjourned at 4:30 p.m. A regular meeting of this Board will be held on Sept. 3 and 4 2024, at 8:00 a.m., unless otherwise posted, at the Converse County Courthouse within Commission Chambers, located at 107 N. 5th Street, Douglas, Wyoming.
