Mayor Frank called the council mtg. to order at 7:02PM and led with the Pledge of Allegiance. All elected officials were in attendance.
APPROVAL OF MINUTES: A motion to approve the minutes from the July 24th council mtg; Aug. 1st 5th Budget Work Session; and Aug. 10th Paleon Lease Work Session was made by Councilman Dalgarn; seconded by Councilman Flynn. All in favor voting AYE – motion carried.
MAYOR’S REPORT: Doug Frank – thanked the Chamber for pulling off a great Deer Creek Days; thanked Town Atty. Scott Peasley for all he has done for the Town and wished him the best as the new 8th J.D. Judge.
COUNCIL REPORTS: Councilman Flynn questioned where the revenue from the S. Rec. WJRA/Eclipse weekend will go and questioned sales taxes. Treasurer Sibai responded that the fee(s) include tax. Councilman Dalgarn announced that the Tall Grass Radio expansion will be live tmrw.
CLERK: Jaime Reid – “When I started in this position, I brought with me a strong legal background, but I was somewhat naïve to my role here, what I could and could not do, and how this form of government worked. Had I known then what I know now, I would have been much more vocal and put a stop to the many inappropriate and disrespectful comments made by certain council members over time. For that Mayor Frank, I apologize, maybe together we could have changed how things are today, maybe not.
Gentlemen, as a councilperson, you individually serve as a role model for this community. You are accountable for what you say and do. Your family members are accountable in this regard, as they are a reflection of you and what you represent. Professional respect and courtesy are of the upmost importance, both in these Council Chambers and out in public. This holds true for both you and your family members. When those values are lost, for example – Councilman Flynn, when your wife constantly attacks town administrators and bashes the town, as a whole, on Facebook – then you are left with little to no respect from your fellow councilmen, municipal staff or the public.
Proper governance of this town relies on the cooperative efforts of both the elected officials and the administrators. Where councilmen work as a team for the benefit of the town and not their own personal agendas against the mayor. Where there is an open line of communication and teamwork between council, the mayor and administrators; not constant personal attacks on people’s character. Where a council meeting serves its intended purpose, that is: To discuss and deliberate town related issues, giving scrupulous fairness to all sides, and taking action that is in the best interest of the public. Instead, it reminds me of the chaos in the courtroom scene in Jim Carry’s “Liar Liar.”
My time here is coming to a close and I am moving on with my life and my career. I can only hope that you find a way to work together, learn your roles and responsibilities and abide by them. The people of Glenrock deserve a strong TEAM that works together to benefit their health, safety and welfare.”
TREASURER: Andrew Sibai – sales taxes are good.
POLICE DEPARTMENT: Chief Hurd – Deer Creek Days went smooth with no major issues; per state requirement he is warning that juveniles will be prosecuted for alcohol related violations; he thanked April Hiser and the Public Works crew for all they have done; and reminded everyone that Kids’ Day is Sept. 9th.
PUBLIC WORKS: Randy Rumpler – the crew has been busy maintaining the town; a pre-construction mtg. was held with Grizzly Construction on 8/11 and equipment will be coming in next week; there will be a mandatory pre-bid on the 2 motel demolitions on 8/25 and bids are due 9/8; the new St. sweeper will be here 8/23.
COMMUNITY DEVELOPMENT: Kasey Drummond – bike racks are installed; she rec’d a $1011. Placemaking Grant to paint the crosswalk murals and downtown stop sign poles; she rec’d a $750. WAC Grant to help cover the Southern Fryed band 8/18 at Kimball Park; GEDC website is up - www.thinkglenrock.org; GEDC is working on completing a Rails to Trails from Glenrock to Casper; synchronist mtgs. begin in Sept; P&Z is proposing to annex the S. Rec into the town; Glenrock Historical Commission’s new Curator/Co-Chair – Marilyn Nida, Chairman – Earl Shoemaker, Sec./Treas. – Sandy Kenny; Deer Creek Museum closes for the season on 9/2; Stuart McCrary has been doing a great job with Code Enforcement.
ITEMS FROM THE FLOOR: Atty. Peasley introduced Craig Silva as his recommendation for Town Atty. Atty. Silva introduced himself and his Assoc. Amy Iberlin. Mayor Frank requested a motion to approve
his appt. of Craig Silva as the new Town Attorney conditioned a Representation/Fee Agreement. A motion to approve same was made by Councilman Roumell; seconded by Councilman Beer. All in favor voting AYE – motion carried. Scott Pratt and Kristy Grant thanked the town for all its help with Deer Creek Days. Jim Schell – thanked the Public Works crew for all their work. Sue Dills thanked Atty. Peasley, questioned bills and claims, advertising and water meter change out timeframes.– NEW BUSINESS: A motion to approve Ordinance No. 705 – Budget Amendment #1 for FY18 on 3rd Reading was made by Councilman Roumell; seconded by Councilman Dalgarn. All in favor voting AYE – motion carried. A motion to approve Ordinance No. 706 – S. Rec. Annexation on 1st Reading was made by Councilman Dalgarn; seconded by Councilman Beer. Discussion: Councilmen Roumell and Flynn want a public hrg. before 3rd reading. All in favor voting AYE – motion carried. A motion to approve Resolution 2017-22 – Glenrock Motel and All-American Abatements – awarding bid to ATS in the amount of $150,725. was made by Councilman Roumell; seconded by Councilman Dalgarn. Discussion: Randy Rumpler explained the decision to choose the middle bid, as shown in Exhibit A attached to the Resolution. All in favor voting AYE – motion carried. A motion to approve 4 Aces App. for a 24hr Malt Beverage Permit at Kimball Park for the Eclipse Festival Aug. 18th from 6PM to 12AM was made by Councilman Roumell; seconded by Councilman Dalgarn. All in favor voting AYE – motion carried. A motion to approve Knotty Pine’s App. for a 24hr Malt Beverage Permit at Kimball Park for the Eclipse Festival Aug. 18th from 6PM to 12AM was made by Councilman Dalgarn; seconded by Councilman Beer. All in favor voting AYE – motion carried. A motion to approve Main St.’s Open Container Permit at Kimball Park for the Southern Fryed concert Aug. 18th from 4PM to 12AM was made by Councilman Beer; seconded by Councilman Flynn. All in favor voting AYE – motion carried. A motion giving our new Town Attorney approval to appoint a hearing officer for a personnel matter was made by Councilman Roumell; seconded by Councilman Dalgarn. All in favor voting AYE – motion carried. BILLS & CLAIMS: A motion to approve the Bills & Claims, excluding #1749, was made by Councilman Flynn; seconded by Councilman Dalgarn.
