Two arrested on felony drug charges

Two local women are facing multiple drug charges in Douglas’ Eighth Judicial Circuit Court after an alleged sale of both methamphetamine and marijuana.

Leslie B. Leach, 27, has been charged with conspiracy to deliver methamphetamine, a felony, and two counts of possession of less than three ounces of marijuana, both misdemeanors.

Casey A. Bingemer, 24, has been charged with conspiracy to deliver methamphetamine, delivery of a controlled substance (methamphetamine), delivery of a controlled substance (marijuana) and a third offense of possession of a controlled substance, all felonies.

Bingemer is being held at Converse County Detention Center on $10,000 bond. Leach was released on $500 bond after a July 26 arraignment, when it was discussed that additional charges would be brought against her. The felony conspiracy charge and second count of possession were filed July 27.

Leach was contacted by county investigators July 22 and told them she had exchanged phone numbers with Bingemer at a bar recently and that she had been contacted by Bingemer July 21 asking if she or anyone she knew wanted methamphetamine, according to an affidavit filed in circuit court.

Leach allegedly arranged for herself and another person to go to Bingemer’s apartment to purchase methamphetamine, which she did later that day. A purchase of $20 worth of methamphetamine was allegedly made, the affidavit said.

According to the affidavit, Leach walked around her house with the investigators and gave them two marijuana smoking pipes and a plastic bag that smelled of marijuana. She agreed to a urine test to which she tested positive for cocaine and marijuana.

Leach also allegedly text messaged Bingemer July 22 and asked if she could get more methamphetamine, to which Bingemer replied that she would have more July 23 and it would be a higher quality, the affidavit said.

According to a separate affidavit, investigators spoke with Bingemer July 23 and were told she had sold $30 worth of methamphetamine to one person and some marijuana to another. A search warrant was obtained and various drug paraphernalia was found, including methamphetamine and marijuana smoking pipes, digital scales and bags with methamphetamine residue.

Bingemer was previously convicted of possession of a controlled substance (methamphetamine) and possession of a controlled substance (marijuana) in October 2006.
