February 23, 2026

Mayor Roumell called the council meeting to order at 5:30PM and led the Pledge of Allegiance. All elected officials were in attendance.  ADDITIONS/DELETIONS: None.  APPROVAL OF MINUTES:  CP Dalgarn moved to approve minutes for February 9, 2026 Council Meeting as presented; seconded by CP Colling.  All ayes – MOTION CARRIED.  OLD BUSINESS: None. NEW BUSINESS:  Resolution 2026-2:  Designating Converse County Bank a Designated Depository.  CP Nunn moved to approve Resolution 2026-23; seconded by CP Kincaid.  All ayes – MOTION CARRIED.  Ordinance 757 – Mooney Replat – First and Final Reading.  CP Kincaid moved to approve Ordinance 757 on first and final reading; seconded by CP Dalgarn.  All ayes – MOTION CARRIED.  BILLS & CLAIMS:  Bills/Claims Approved February 23, 2026.  Valli Information Systems 835.00; FirstNet 1099.77; Black Hills Energy 4527.35; Rocky Mountain Power 21348.14; Caspar Building Systems 88227.00; Pacific Steel 366.70; Hose & Rubber 71.68; Grainger 200.08; Menards 1540.30; ServPro of Casper 4177.48; One Call of Wyoming 59.65; Glenrock Health Center 70.00; Energy Laboratories 139.00; Coca Cola Bottling 58.50; Rock Solid SST 8100.84; Great America Financial 192.00; Staples 54.89; Atlas Premier Service 417.89; Swank Motion Pictures 4060.00; Converse County EMA 156.30; Glenrock Hardware Hank 411.16; NAPA 628.93; Glenrock Super Foods 26.34; Alsco 113.25; Century Link 180.67; BMI 459.00; Converse County Bank/Visa 8063.34; Vyve 983.38; Mike Wilson 2152.72; Converse County Special Projects 2854.32; Renegade Off Road 114.30; The Sudz Shack 230.91; Psychological Dimensions 475.00.  33 Claims totaling $152,395.89.  CP Colling moved to approve bills and claims; seconded by CP Dalgarn.  Treasurer requested council add a check for an unnamed court restitution in the amount of $1150.00.  So moved by CP Colling and seconded by CP Dalgarn.  All ayes – MOTION CARRIED.  At 6:09PM, CP Nunn moved to close meeting; seconded by CP Dalgarn.  All ayes – MOTION CARRIED.
